Born in Philadephia, Hirsch began studying art at the age of 17. He attended the Philadelphia Museum School, and furthered his studies with Henry Hensche (1899-1992) in Provincetown, Massachusetts and George Luks (1867-1933) in New York. He learned social realism under Luks, which he embraced throughout his career. During the 1930s, he was engaged in the easel painting division of the WPA. He also worked on murals during this time, painting them for the Amalgamated Clothing Workers of America Office Building, the Family Court Building and the Benjamin Franklin High School in Philadelphia.
